Is God’s own country becoming rape and sexlpoitation state?: Kerala, the highly literate state in India has been known for “nunnery” discussed in 1980s, Abhaya rape-murder case in 1990s and now series of rape, sexploitation and multiple sexual activities of bishop, pastors and priests. The Communist government of Kerala, the secular Congress or the most secular Universities of Kerala have not been discussing and debating about theses issues. Franco Mulakkal, a Kerala bishop has been accused of sexually abusing a Catholic nun for many times. As at one stage, she could not tolerate, she complained to the Church authorities and as usual, they did not bother, as it would tarnish the image of the Church. As the CBCI, Cardinal and other higher religious orders did not bother, she complained to the police. As the police started investigation, slowly, the details are going to press and hence news is appearing. Though, the church always tries to treat it as “internal affair” to be settled amicably, the issue is treated in common, as many women are subjected to such exploitation. Moreover, there has been involvement of five priests raping a nun, who came for confession.

Does the rape-Bishop want to take asylum in Vatican and denial of charges: Here in this case, Franco Mulakkal denied the accusation of the nun. As news came that he might take asylum in Vatican to escape from rape charges, as the law has become active after “Nirbhaya rape case.” Nowadays, the Vatican has been so lenient to sex-cardinals, sex-bishops, sex-rapists of all orders of the church and the such sex clergy has been embolden to seek asylum in foreign countries and Vatican itself, to escape from the criminal and judicial proceedings of the respective countries, Thus, Franco stated denying the charges of “fleeing to Vatican”. When, the “running away news” appeared, he once again denied the charges on 12-07-2018, Thursday and the reports of his moving to the Vatican[1]. Even as a special probe team mounted a detailed investigation against Franco Mulakkal, the Bishop of the Roman Catholic Diocese of Jalandhar in Punjab, he dismissed any plans of going away anywhere[2].

Kerala police alerted immigration authorities about Franco Mulakkal: It was reported earlier on 12-07-2018 Thursday the Kerala Police had written to immigration authorities to prevent Mulakkal from leaving India[3]. Apprehension that the bishop, having international connections, may leave the country to evade arrest has prompted police to write such a letter to the immigration department, the official said[4]. “We have written to the immigration requesting them not to allow the bishop to leave the country,” said a police officer supervising the investigation. The raped nun had to complain to the Cardinal, who has already been involved in criminal and fraudulent cases: Ironically, the nun had first lodged her complaint against Bishop Mulakkal with te Major Archbishop Cardinal Mar George Alencherry, head of the Syro-Malabar Catholic Church, who is accused of involvement in a mega land scam in his Ernakulam-Angamaly Archdiocese[7]. A complaint is pending with the Kochi Police seeking legal action against the Cardinal for not alerting the authorities even after getting a complaint on a serious offence like rape from a nun[8]. So, how such accused authorities, criminally tarnished priests and others could sit and take decision judiciously? Will justice would be delivered properly and faithfully.Moreover, how and why, they could run state within the state, when law-enforcing authorities are there – like many questions start raising in the minds of common people of India. Many wonder how law of this land could differ rapists of different religions are treated differently. In Nirbhaya case, one Muslim escaped punishment on the plea that he was a “minor” while raping! So also, here, the rapist has been a bishop.

Franco claimed that the police did not come to him: The Bishop told a Malayalam TV channel in his office in Jalandhar that he has not even been contacted by the police[9]. He also said he has not applied for any anticipatory bail[10], “because he has done no wrong”. “I now hear reports that I am trying to run away to Vatican. I wish to state that I am very much here (Jalandhar) and all such reports are baseless and am not running anywhere,” he said[11]. Trouble began for the bishop when a Catholic nun alleged that she was sexually abused by him several times between 2014 and 2016. The nun went to the police on June 29 with her accusations and submitted a 72-page statement. According to police reports, the nun produced documentation and other evidence for her case[12]. Police authorities said she provided details of 13 instances when she was allegedly abused by the accused from 2014-2016. An FIR was registered against the bishop and a 114-page detailed statement was taken from the nun. Mulakkal, for his part, maintains that he has done “no wrong at all” and that the nun took part in several functions besides travelling with him.”She also took part in the functions after the death of my mother. I have no clue on why all this has surfaced,” added the bishop. The probe team has so far collected evidences from a convent near Kottayam, where the bishop is alleged to have abused the nun.

Why the Vatican, CBCI and others have been senseless and try to cover up?: Vatican will not act immediately against Jalandhar bishop Franco Mulakkal against whom a nun has levelled rape allegations[13]. It is learnt that CBCI and Vatican Nuncio are carefully watching the situation[14].”At present, Vatican is not planning any action against the bishop. Normally, Vatican does not interfere with the law and order of a foreign country,” said a priest from Punjab.”Earlier, Vatican had removed a North Indian bishop from his post on the basis of sexual assault allegations against him. The action was taken on the recommendation from Vatican Nuncio. But the Church didn’t get any proper evidence and the Nuncio had received numerous complaints against the action,” said the priest. “Every time, Vatican studies the matter in detail before taking any action. Earlier, Vatican had immediately removed Kerala bishop John from his post similar allegations. But there was no police case of complaint into it,” said a senior priest from the Syro Malabar Church. “We have received information that Vatican Nuncio has already informed Vatican about the issue. Vatican is also watching whether the state or central government in India has taken any action against the bishop,” said the priest. Meanwhile, a group of nuns, priests and laity members of the Roman Catholic Church has written to the Vatican over the nun’s allegations, urging it to provide justice to the women in the Church. It will also be forwarded to Vatican Nuncio Giambattista Diquttro and Catholic Bishop Conference of India (CBCI) president Cardinal Oswald Gracious.
