The Politicization of ICHR and Savarkar: The politicization of ICHR has been started by historians themselves since early 1960s with the connivance of the Marxists and Mohammedans. This has been blatantly revealed through their manipulation of the proceedings of the ICHR itself. The proceedings of the IHC, particularly, the business session exposed many times, how the so-called great historians have been more unruly than the politicians in shouting and even ready to fight. Even in the recent Savarkar issue, they get exposed. Days after the Rajasthan Congress government removed “veer” from references to VD Savarkar from its textbooks, Rajasthan University has now declined a request from the Indian Council for Historical Research, an autonomous academic body funded by the Government of India, to have a seminar on the Hindutva figurehead[1]. The event, part of a multi-city talk series planned by the ICHR, backed by the history-rewriting wing of the RSS affiliate, Akhil Bharatiya Itihas Sankalan Yojana, “The truth about Savarkar” was launched, on the occasion of National Education Day, commemorated every year on India’s first education minister Maulana Abul Kalam Azad’s birthday[2]. The talk series will mainly focus on “confronting lies about Savarkar and his writings on the 1857 war of independence”, ICHR officials said.

Rajasthan University versus ICHR for conducting a seminar on Savarkar [November 2019]: Rajasthan university officials confirmed to ET that they had “declined” the request for space for the seminar as “certain aspects of Savarkar were deeply controversial”. The other seminars of ICHR on Savarkar were to be held in Jaipur, Guwahati, Port Blair, Pune and some other cities. “We had sought space and permission from the Rajasthan University to hold a talk series on Savarkar in their campus but they got back saying we could choose any other topic,” an ICHR functionary told ET. Pramila Poonia, head of the department of history and culture, Rajasthan University, told ET that they had not agreed when ICHR had presented them the proposal on hosting a seminar on Savarkar. “We didn’t refuse entirely but we asked them for time for a month, and more details because we need to consult others on this. There are aspects of Savarkar that are controversial and we did not want any problem.”

Historians biased on Savarkar: Recently, during the Maharashtra campaign, BJP had promised a Bharat Ratna for Savarkar that had led to a lot of debate. Rajasthan chief minister Ashok Gehlot had specifically criticised this, and had called the BJP “a party with a fascist ideology” with no regard for anyone’s sentiment. Balmukund Pandey of the ABISY, who looks after the Sangh Parivar’s “rewriting history from the Indian perspective”, project told ET that it is high time “the country got to know about the sacrifices made by Savarkar and his brothers”. “His ideas are important for the country to be on the right track.” At the ICHR, four research professors talked about ways to “confront the character assassination” of Savarkar, particularly about his mercy petitions to the British, which they said, “was typical of the language used by many leaders then”. “He was a trained legal mind who was aware of his rights, and he ended it every time saying if not him, at least his companions should be released”, Raghuvendra Tanwar, professor, Kurukshetra University, told the audience, adding the conspiracy to keep Savarkar out of mainstream politics was designed by the British because, he, unlike Swami Vivekananda or Lok Manya Tilak looked at the political revival of Hindutva. “He was the first leader who brought out the truth about the independence struggle of 1857 on a global platform with his book in 1909. For him, the essentials of Hindutva were the essentials of nationalism. We must never forget that Bhagat Singh had a lot of respect for him and was instrumental in getting his book published in Lahore.”

The left and Savarkar: Another speaker Himanshu Rai, who is a researcher at the Nehru Memorial Museum and Library, took on the writings of authors Tanika Sarkar, Shamshul Islam and AG Noorani, on Savarkar calling them “divisive”. “The left always had a problem with him, because even in jail he started the process of Shuddhi, of encouraging prisoners not to convert…” Rizwan Qaiser, professor, department of history, Jamia Millia Islamia, said it was inappropriate of the ICHR to honour Savarkar on Maulana Abul Kalam Azad’s birthday. “Azad was always very critical of the Sangh Parivar’s divisive politics and in 1952, in Rampur, he openly blamed them for driving the Muslims to the corner which led to the partition. Savarkar’s writings have always been exclusionary of the Muslims. Even his book on 1857 represents the struggle as a pan-India uprising which it was not. Some facts cannot be changed.”

Modi and Shah filling ICHR “historian with little or no professional standing” [December 2019]: Most importantly, they [Modi and Shah] have deployed their newfound and growing power with an alarming clarity of vision. To that end, they have appointed individuals with dubious intellectual qualifications to key governmental institutions with the explicit goal of promoting and disseminating a radical Hindu ideology[3]. For example, the government, even during its first term, chose a historian with little or no professional standing, to head the apex Indian Council of Historical Research. Since the council is responsible for directing the content of history textbooks, this appointment was fraught with significance[4]. Can columnist write in this way, as if she knows everything about ICHR and what has been going on since 1960s?

When government changes, all the departments and institutions, rearranged: As the political parties have been ruling, it is quite natural that their appointees occupy positions in every department, institution, courts and other places. ICHR has been thus dominated by the Communists and Mohammedans of all sorts, whereas, the paper says, that “the Indian Council for Historical Research (ICHR) has disbanded the advisory committee of its journal comprising 21 eminent historians from around the world”, including Romila Thapar and Irfan Habib[5]. The council’s member-secretary Gopinath Ravindran opposed the decision taken during a meeting of the journal’s editorial board held this week, people familiar with the matter told ET[6]. That means it is only between him and the paper. The decision to “disband the committee” is among the first taken by the country’s top historical research body after it was reconstituted by the NDA government in January, 2015. Yes, as UPA did and earlier Congress did. The Indian Historical Review is the refereed journal of the ICHR that has been publishing research work in history since 1974. It is one of the few Indian journals found on the prestigious Thomson Reuters list. The panel was disbanded in a meeting of the journal’s editorial board, headed by ICHR Chairman Y Sudershan Rao, on Tuesday, May 15, 2015.

Advisory Committee and all are just ornamental and they do not do any work – a known fact [2015]: The membership of the new advisory committee is now limited to the 18 historians on ICHR’s governing body. The advisory committee included Satish Chandra, Muzaffar Alam from the University of Chicago, Richard M Eaton of the University of Arizona, BR Tomlinson from London’s School of Oriental and African Studies and JS Grewal, former vice-chancellor of Guru Nanak Dev University in Amritsar. Although the advisory members are not actively involved in producing the biannual journal, they help in reviewing articles that appear in it. “A panel of eminent historians lends lustre to the journal. It adds to its credibility,” said Professor BP Sahu of Delhi University, a former ICHR member. Ravindran, who also serves as the managing editor of IHR, opposed the decision on the grounds that it wasn’t backed by any “academic logic”, one of the persons cited earlier said. Ravindran, a professor of history at Jamia Millia Islamia in New Delhi, who was appointed as ICHR’s member secretary under the previous UPA II government, declined to comment on the matter. Rao, however, defended the decision saying the appointment of the advisory panel for IHR is purely the prerogative of the journal’s editorial board. “There is nothing unusual or wrong about this,” he said.

Professor Dilip Chakrabarti of Cambridge University is the new chief editor of the journal: Thapar told ET that Romila Thapar had received no official communication about her removal from IHR’s advisory panel. Asked if she was surprised by the news of her removal, she said, “Not really. One can see from the membership of the new council which direction they are heading into.” Reacting to the decision to limit the panel’s membership to just ICHR members, she said, “The whole point of the advisory board is that you can search far and wide for people who have expertise in various subjects. If you limit the membership of the advisory board to just members of the ICHR, you are, in a sense, annulling the purpose of the advisory board, which is to get as wide an opinion as possible on what to put into the journal.” This development comes close on the heels of historian Sabyasachi Bhattacharya’s resignation from the post of chief editor of the journal last month. Although Bhattacharya gave no official reason for quitting, media reports suggested he was unhappy with the “direction” the ICHR is taking. Professor Dilip Chakrabarti of Cambridge University is the new chief editor of the journal. What is the problem for Romila Thapar or Irfan Habib? Do they expect that they should e there forever!

Left versus Right: If the left now feels that they are getting less postings, it is natural because, they have been enjoying government postings, grants and all other facilities since 1960s. As they have monopolized ICHR, ICCSR, UGC etc., now they feel so. It is also corruption and sickness of their highly intellectual minds to insist and persist that they should continue. There is no meaning in accusing BJP or RSS, as they have been working with their outfits that have been dominating since 1960s. The regulars of IHC and ICCSR conferences and seminars have noted the fact. How the grants for publication and foreign travel were distributed among themselves also consciously noted. Now perhaps, their share would get reduced and that is why they start crying and shouting. Had they been real historians, they would be contended and quite without raising noise and crating controversies getting exposed in this way. When all are retiring, these people should also retire, as they have become senile.

Much in common between Periyar’s Dravidian principles and the RSS ideology[1]: RSS joint general secretary Dr Manmohan Vaidya on 17-05-2018, Thursday expressed confidence that the Sangh would able to strengthen its base in Tamil Nadu, explaining that there is much in common between Periyar’s Dravidian principles and the RSS ideology, as both advocate equality in society without caste and communal differences and class distinctions. “Periyar had campaigned for a society where everyone, particularly the poor and the backward castes, have equal rights and could live in dignity. He had worked tirelessly towards creating a casteless society. RSS too advocates and practises the same ideology”, Dr Vaidya said at a select media interaction here. He admitted that the RSS work in Tamil Nadu could be a bit more divisions created by vested interests”. However, the Sangh would emerge successful in winning the Tamil hearts as the “great unifying factor is spirituality, that’s just the way of Indian living over centuries, marked by kindness, sharing, mutual respect and tolerance, and such other virtues”, Dr Vaidya said[2].

Muslims and Christians in RSS[3]: Elaborating on the RSS ideology, he said the Sangh has several Muslim and Christian members attending the shakhas, which number over 57,000 spread across the country. There is neither religious preaching nor any political discourse at the RSS meetings and shakhas. “We have Dr C I Issac, a renowned history professor, as an important member in Kerala. He has written several well-researched articles on being Hindu”, he said. “A Dravidian leader, who presided over a RSS conference in Tamil Nadu a couple of years ago, had said in his speech that he had actually come to close down the shakhas because he was under the impression that extreme Hinduism was being preached there, but after seeing that the shakhas practiced no class/caste/religious distinctions, he was going back happy that his mind has changed and he now knew the truth about RSS”, Dr Vaidya said. Dr Vaidya is here to be part of the faculty at the RSS summer camp, being attended by over 300 members from all the southern states. There are 80 such camps happening across the country. “There are lectures on spiritualism, clean living, social issues and ways of bringing about positive change among the people, apart from physical training”, explained the RSS leader[4].

Mayawati and Jayalalita: Evidently, either he does know the “Dravidian ideology” or the TN BJP or Hindutwa ideologists have not briefed him properly about the Dravidian ideology and polity. It is definitely incorrect to compare or equate Periarist ideology with that of RSS ideology, as both would not match with each other on many accounts. Incidentally, BJP suffered heavily because of two Lady-politicians Mayawati and Jayalalita. During 1995, Mayawati and BJP experimented coalition rule in UP, but failed, because of the inherent fissures. Though, Periyar was an anti-Hindutwa voice, the Dravidian parties DMK, AIADMK, MDMK were trying to align and aligned with BJP for political compulsion, exploitation and profiteering. The BJP could not forget about the fall because of one vote and it was approaching cautiously with Jayalalita. Now, AIADMK has been with BJP and hence, BJP tries to get benefit out of political confusion prevailing in Tamilnadu, after the demise of Jayalalita.

“Periyar’s Hindutwa” as perceived in 2004: Ravikumar asked, “In such a context, intellectuals who write about Tamil society and polity in the English-language media continue to posit Periyar as an important anti-Hindutva voice. If that were to be true, how/ and why is it that we see Dravidian parties like the DMK, AIADMK and MDMK vying with each other to be seen in the company of BJP? Also, why is it that these Dravidian formations brazenly attempt to implement an agenda over which even states ruled by the BJP would hesitate?,” and then, went on to reply. In the context of “Paraiyar / SC / now mentioned as Dalits”, he pointed out[5], “Periyar was someone who was jealous of the constitutional safeguards that were given to the dalits. Having repeatedly spoken of dalits as a people who don’t have a history, who don’t have a political movement, who don’t have leaders, Periyar even made them believe this. Having used the dalits to serve his political ends, he asked them: ‘Asking the government for jobs, education, duties, huts and housing; and seeking from the Mirasdars two extra measures of paddy will not help in anyway…….Of what use are you to us?”. Periyar worked solely for the cause of the non-brahmin, non-religious minority, non-dalit backward and upper castes. He deployed the concept of ‘majority’ for this purpose. There’s only one difference between the majoritarianism that the hindutvawadis propound and that of Periyar’s: that is, over the exclusion of brahmins from this majority[6]. Then, he concluded[7], “Dravidian parties allying with the BJP even as they praise Periyar is no different from Mayawati’s praise for Periyar even as she rules in alliance with the BJP. There’s always a scope in Periyar’s ideas for such possibilities. This is Periyarism”.  Perhaps, “Hindutwa” expression used in 2004 shows the change taken place[8].

“Karnataka” would be repeated in Tamilnadu?: Whatever the nuances are appreciated, filtering out the differences, the anti-Hindu, anti-Sanskrit, anti-Brahmin, anti-dalit, pro-mohammedan, and above all anti-Indian ideology of EVR changed to Periyar could not be coped up with the RSS idelogists. In fact, the hard-core Periyarist, anti-Hindu Dravidian cadre and pro-Tamil ideologists would not accept such proposition, on any account. Therefore, the Hindutwavadis / RSS / BJPwalas should understand the Dravidian mindset. How Jayalalita was treated by them till death and even after hould bge an eye-opener, just because, she is a Brahmin, Pappathi, Aryan and so on. The Hindutava ideologists could get along with AIADMK but not with DMK and therefore, thinking about “Periarists” is redundant, futile and worthless. Though, BJP did not pose as “anti-dalit,” its inaffective campaign in Karnataka produced negative impact, where SC and ST constitute 19%. Even Hindutwa failed with Lingayats and Vokkaligas, as Congress played the “communal card” effectively, spending crores.  In Tamilnadu, the higher caste Mudaliyars, Chettiyar, Pillais and others vote for DMK traditionally, because of their affiliations since 1960s.  Muslims and Christians do not vote for BJP or BJP aligned AIADMK faithfully. In that manner, Congress plays a trick of “Karnataka” in Tamilnadu, by spitting the votes of AIADMK. The background of Kamal Hassan and Rajinikantha, though not clear, their politics affect only the interests of BJP alliance in Tamilnadu. They can better concentrate to analyze critically as to why RSS could not grow ideologically influencing others.

How to counter Dravidian ideology?: Dravidian Ideology has been powerful, attractive and alive in the minds of crores of people of Tamil speaking people. Many times, majority of them could be brought together or influenced with emotional appeal or threat that “Tamils are targeted, Tamil is danger, Tamil is suppressed by Hindi, Hindi is imposed to deprive out cultural rights” and so on. Though, they have been becoming pious, religious and believing, not because of “Hindu binding,” but, their traditional Tamil rituals, rites and ceremonies. Their caste-politics has been so dominating to capture, keep and enjoy power with economic superiority.  Even, today, the TN-BJP has been divided on dravidian fault-lines which could not be cemented with “Hindutwa” as could be clearly observed in the followers, meetings held and social media. Their nuances of “inner-outer” dramatic twists, diplomatic duplicities and dogmatic digs are not learned. First of all, no effective speaker has been produced and the borrowed ones are always drifted to other parties or started their own splinter groups.

  1. In TN-BJP, the leaders have been operating on caste based groupings and followers impacting others.
  2. The second rung leaders have been divided among themselves, depending upon the power, wealth and other factors.
  3. The third level leaders have been divided among themselves as usual division, zone, group, RSS-non-RSS, and such factors.
  4. These three divisions have been further divided based on egoist groups, envying enemies, caste and other factors.
  5. Most of them have been appearing and active only when NDA is in power.
  6. Besides, social media struggle and group rivalry exhibited, there have been flooding of anonymous letters written to Modi down to local office.
  7. Without understanding the nuances of “Secularism” and “communalism,” they go by blind faith of calling it as “Hindutwa”!
  8. Though negative suggestion, propaganda etc., are not advisable, they always indulge in such activities, exposing themselves.
  9. They advice with arrogance as if they are only next to Modi and Amit shah!
  10. Treating, commenting Dravidian leaders, parties etc., in a bad language.
  11. Without having any political base, dreaming for power.
  12. Do not understand and realize the nuances of Dravidian alliances.
  13. Getting votes in the range of 3,000 to 20,000, but, not planning any strategy to increase votes to 50%

What has been happening at JNU? – Can it be liberated from controversies, ideologies and politics?

JNU with controversies: Jawaharlal Nehru University (JNU) started in 1969 has been embroiled, enmeshed and entangled with many controversies, because of political affiliation of the students for the last 50 years. Generally, the JNU professors, Assistant professors etc., behave, as if they have come from heavens or the others who invite them foe talks, treat them in such a way, they might be tempted to behave like that. Any way, during the last decades, definitely, they have been pampered in many ways that they themselves accustomed to be treated so. Amidst the ongoing unrest in the Jawaharlal Nehru University (JNU) over ‘anti-national’ slogans, there is a BJP MLA who had gone one step forward in defaming the varsity and its students[1]. According to BJP MLA from Ramgarh in Rajasthan’s Alwar district Gyandev Ahuja, those studying in JNU are involved in activities including ‘sex and drugs’ among others[2]. He commented in February 2016. A dossier 200-page report prepared by a group of teachers of the Jawaharlal Nehru University is likely to add more fuel to the fiery controversy surrounding the prestigious academic institution[3], which has been put together by a group of 11 JNU teachers, describes the university as a “den of organised sex racket.” The document, which was prepared in 2015 and released only recently – in April 2016 – to a few journalists, has been submitted to the JNU administration[4]. In May 2016, a student was arrested for raping his classmate[5]. Now, news has come that one JNU student raped another student!

CSDE research student booked for rape: A JNU student, an activist of the All India Students’ Union (AISA[6]), has been booked for allegedly drugging and raping a 28-year-old research scholar at his university hostel room on Saturday 20-08-2016[7].  Anmol Ratan is a student at the Centre for the Study of Discrimination and Exclusion (CSDE) under the prestigious School of Social Sciences (SSS), while the alleged victim is a PhD student[8]. Incidentally, the Centre for the Study of Discrimination and Exclusion has been involved in producing negative issues with selective interpretation on social issues. The sole representative of ABVP in an otherwise Left-dominated JNUSU, Saurabh Sharma, told Mail Today that he had already written to the V-C demanding stern action against the accused, including his immediate rustication from the varsity[9].

The rape victim complained to the police: According to the complaint filed by her at Vasant Kunj (North) police station, she had posted on her Facebook profile that she wanted to watch ‘Sairat’ movie and asked if anyone had a CD of it. It said Ratan apparently messaged her saying that he had a copy. Thereafter, he picked her up 20-08-2016 on the pretext of giving her a CD of the film and took her to Brahamputra Hostel, where he stays. She said in the complaint that he offered her a spiked drink and allegedly raped her[10]. He also threatened her and asked her to not report the matter[11]. However, the woman approached the police on 19-08-2016 and a case of rape was registered and further investigation is underway[12]. The police took the woman to hospital for a medical examination on Sunday 20-08-2016, after she filed the case[13]. “We have questioned several students of Brahmputra Hostel where the accused stays. We have also contacted senior officials of the university for assistance in our investigation,” said a senior police official.

The police version of what happened: Additional Deputy Commissioner of Police-I (South) Nupur Prasad said that on Sunday 21-08-2016, the purported victim approached the police with her complaint and stated that she had been raped by Anmol Ratan, a student of JNU and an activist of student organisation AISA[14]. The victim is in the first year of her Phd in one of the JNU schools. “She alleged that in the month of June, she had put a statement on Facebook that she wanted to watch a film called Sairat and had asked if anyone had a copy. She alleged that Anmol messaged her that he had a copy of the film. She further added that on Saturday, Anmol picked her from her hostel on the pretext of providing her the film and took her to his Brahamputra Hostel room where he offered some drinks to her and after that committed sexual assault with her,” said Ms. Prasad. She added that initially the accused had kept the woman confined and had not allowed her to go, even threatening her against revealing the incident to anyone. The following day she visited the Vasant Kunj (North) police station and shared her ordeal. “On the basis of statement of complainant a case under sections 376 (rape) and 506 (criminal intimidation) of the Indian Penal Code has been registered and further investigation is in progress,” said Ms. Prasad. The accused had not been arrested till late Sunday night. “We stand by the complainant and will extend all possible support in her fight for justice,” the AISA said.

AISA expels anmol Ratan: When contacted AISA said it has taken strong note of the allegations and has expelled Ratan from the membership. “AISA takes serious note of the fact that Anmol Ratan, a leading activist of AISA, is facing a criminal complaint of sexual assault. He is, henceforth, expelled from the primary membership of AISA[15]. “AISA will reflect on and deal with this issue with all the firmness it deserves. AISA will be unflinching for the principles of gender justice even if it involves a leading member of the organisation. We stand by the complainant in her fight for justice,” Ashutosh Kumar, AISA Delhi State Secretary, said[16]. Condemning the incident as a blot on the varsity’s image, the JNU authorities urged the community in the varsity to remain vigilant against such incidents. “JNU always stands for dignity of the individual, respect for women and democratic values. The administration strongly condemns an incident of heinous rape in a campus hostel. It has completely shaken the JNU community and has tarnished the image of the university,” an official statement said[17].

AISA president’’s note: “Two days have passed since the report of sexual violence against Anmol has come. Anmol was an AISA leader. We have expelled him from primary membership and told all our units not to remain in any contact with him. He is also presently a JNU student. JNUSU has demanded immediate suspension of Anmol. But no action has been taken from the JNU administration. He has also not been arrested yet. Anmol should be given no opportunity to use his position as an erstwhile student leader in his defence.The responsible institutions must not leave any space for that. He must not only be suspended immediately but also declared out of bounds from JNU. He must also be arrested immediately. Let us all demand immediate action from responsible institutions to ensure the process of justice isn’t hampered” – Via Sucheta De[18]. Incidentally, there has not been any condemnation from Kavita Krishnan, Kanhaiya and other comrades. Generally, they come to roads or at least in New Delhi or within JNU campus, conduct some demonstration, but, now, they keep silence.

Anmol Ratan applies for bail and dubs the complaint is false: The PhD student who was allegedly raped by a fellow student from JNU recorded part of her statement before a metropolitan magistrate Tuesday 23-08-2016, while the accused, Anmol Ratan, moved a pre-arrest bail application in a sessions court[19]. His advocate Rajiv Mohan argued that the complaint was the result of a “political rivalry” as Ratan belonged to AISA, while the complainant was a part of the Collective and they had “ideological differences”. He also cited the forthcoming JNU elections as one of the reasons, given the “political rivalry” between the two outfits[20]. But, a girl-student, just like that give a complaint that “she has been raped by so and so”? On 20-08-2016, she was taken to medical examination and thereafter only, complaint registered. As last May 2016 also a student was arrested, the JNU intellectuals should think about the reality and change themselves, as they are answerable to the society. It is not that NDA or UDF is ruling ideology alone cannot be imposed on people or students for a long time.
